This bill, known as the FREEDOM Act Feasibility Review of Emerging Equipment for Digital Open Media Act, requires the Secretary of State, in consultation with the Federal Communications Commission and the Department of the Treasury, to submit a report to Congress within 120 days of enactment. This report will update and expand upon a previous report concerning internet freedom in Iran, specifically examining the feasibility of using direct-to-cell wireless communications technologies to improve internet access for Iranians, considering technical, regulatory, and security aspects. It will also analyze the impact of drone-based platforms and signal jamming technologies on these communications, survey existing telecommunications providers in Iran to understand their ownership and control, and assess the effectiveness of low-Earth-orbit (LEO) satellite internet systems in providing access during internet shutdowns, including their ability to resist jamming and their cost. Furthermore, the report will evaluate the feasibility of using readily available commercial technologies for unrestricted internet access in Iran that can protect user data and resist countermeasures, with a classified annex included for sensitive information.
