This bill establishes the "Matching Grants for Teachers Plan" by creating a dedicated fund in the state treasury to help school districts increase teacher salaries. The fund will allow school districts to receive matching grants from the state when they use their own reserve funds to raise teacher pay. To be eligible, a school district must deposit at least $100,000 into its reserves and use those funds specifically to increase teacher salaries. The state will match the amount a district withdraws from its reserves, up to a maximum of $1 million per year for each district. The bill includes several important restrictions: districts cannot deplete their reserves below legally required levels, must use any existing fund interest to supplement teacher salaries, and cannot use the matching grants to simply replace existing salary expenditures. The state treasurer will manage the fund, and any unspent money will not revert to the general revenue fund at the end of the biennium. The Department of Elementary and Secondary Education will oversee the program and can create rules and regulations for its implementation.
