This bill establishes four new task forces in Missouri: the Missouri State Technology Task Force, the Twenty-First Century Innovation Hub Task Force, the Decentralizing State Government Task Force, and the State Building Usage Task Force. Each task force is composed of representatives from the state legislature, various government agencies, and subject matter experts, with members appointed by legislative leadership. The task forces are designed to evaluate and make recommendations on specific areas of state governance: the State Technology Task Force will assess the state's technological platforms and potential improvements; the Innovation Hub Task Force will focus on expanding technological innovation in agriculture, health sciences, and food technology; the Decentralizing State Government Task Force will evaluate the centralization of government functions and potential private sector or local government involvement; and the State Building Usage Task Force will inventory and assess state-owned and leased real properties. Each task force will operate on a cycle where they suspend operations in 2027, resume in 2028 with new members, and continue to report findings and recommendations to the general assembly. The task forces will serve without compensation but receive expense reimbursement and are subject to conflict-of-interest provisions. The bill includes a sunset provision that automatically terminates the task forces after twelve years unless reauthorized by the general assembly.
