Bill Summary

Creates the Artificial Intelligence Data Center Environmental Accountability Act

AI Summary

This bill creates the Artificial Intelligence Data Center Environmental Accountability Act, which establishes comprehensive environmental and reporting requirements for large AI-optimized data centers (defined as facilities with at least 100 megawatts of IT load capacity) in Missouri. Starting August 28, 2027, these data centers must implement closed-loop water cooling systems, continuously monitor water usage and quality, and maintain emergency protocols to prevent water contamination. Operators are required to submit detailed annual environmental and health reports to the Missouri Department of Natural Resources, covering metrics such as water consumption, electricity usage, greenhouse gas emissions, electronic waste disposal, air and water quality, public health impacts, and community benefit initiatives. The reports must be made publicly accessible within 60 days of submission, and the department will create an annual statewide summary of cumulative impacts from these data centers. Violations of the act's provisions can result in civil penalties up to $50,000 per day, and the department may suspend or revoke operational permits for repeated noncompliance. The bill also mandates that the department develop standardized reporting formats, testing procedures, and rules for implementation, with coordination among various state agencies to protect public health and conservation of water resources.
