Bill Summary

AN ACT to amend the penal law, in relation to enacting the "victims protection and child sex buyer accountability act"

AI Summary

This bill, known as the "Victims Protection and Child Sex Buyer Accountability Act," aims to strengthen protections for minors by increasing the age of victims in prostitution-related offenses. Specifically, it raises the age of a victim from fifteen to eighteen years old in the crime of patronizing a person for prostitution in the second degree, and from thirteen to fifteen years old in certain circumstances of patronizing a person for prostitution. The bill also updates the age of a victim from sixteen to eighteen years old for aggravated patronizing a minor for prostitution in the third degree, and from thirteen to fifteen years old for promoting prostitution in the first degree. Furthermore, it expands the definition of how a person can be compelled into prostitution to include deception, manipulation, coercion, abuse of power, or exploitation of vulnerability, when the victim is under eighteen years old. These changes are intended to provide greater accountability for those who exploit young individuals and to enhance protections for victims.
