This bill establishes the "Missouri Free School Meals Program" to provide free breakfast and lunch to students in all types of schools (including public, charter, private, and religious schools) that participate in the United States Department of Agriculture's National School Lunch Program. Schools with a low percentage of eligible students will be required to participate, while schools with a high percentage of eligible students must use the Community Eligibility Provision. Under the program, schools will provide up to two free meals per school day to all students (one breakfast and one lunch), and the Department of Elementary and Secondary Education will provide state aid to cover the difference between the actual federal reimbursement and the full meal cost. The state department is authorized to create rules to implement the program, with the provision that any rules must comply with existing state administrative procedures.
