This bill modifies provisions for utility growth projects by establishing new rules for electrical corporations to provide discounts to eligible customers with new or expanded electrical loads. The bill creates two discount tiers: for customers with new loads between 300 kilowatts and 10 megawatts (35% discount for 5 years), and for customers with new loads between 10 and 75 megawatts (also a 35% discount for 5 years). To qualify, customers must have a specific load factor, receive an economic development incentive, and meet certain criteria in the electrical corporation's economic development rider. The bill introduces a new definition for a "nonqualifying facility" which excludes certain networked computer server facilities from receiving these discounts. Customers must apply at least 90 days before requesting the discount and will be subject to annual verification of their load requirements. The bill also stipulates that the revenue impact of these discounts will be allocated across all customer classes and that customers must maintain their load requirements for 24 months to continue receiving the discount. Notably, the bill prevents customers from simultaneously receiving multiple economic development-related discounts and sets an expiration date for the electrical corporation's authority to offer these discounts.
