This bill amends existing laws to improve the provision of specialized medical care during ambulance transports between healthcare facilities, known as "interfacility specialty care transports." The bill defines "interfacility transport" as the movement of a patient between medical facilities at the request of a licensed healthcare provider, and "specialty care transport" as the level of care needed for critically ill or injured patients requiring specialized medical expertise. The key provision allows a registered nurse (RN) to provide patient care during an interfacility specialty care transport, even without emergency medical technician (EMT) certification, under specific conditions. These conditions include the presence of at least one EMT on the ambulance, the RN possessing appropriate competencies for the transport, the ambulance service not having a readily available paramedic, and the sending hospital not having an RN with EMT certification available. In such cases, the RN must follow the medical direction of the sending or receiving physician and operate within their nursing scope of practice, with the sending hospital coordinating to ensure the RN is familiar with the ambulance's equipment and supplies.
