This bill modifies the Massachusetts law regarding limited registration for dentists by updating the requirements and scope of practice for dentists with limited registration. Under the new provisions, an applicant must be at least 18 years old, possess good moral character, and have a diploma from a reputable dental college. They must also have been employed either as a faculty member at an accredited dental college or as a dental intern in a hospital or institution maintained by the commonwealth, county, or municipality. Limited registration will be valid for one year and can be renewed, but practice is restricted to no more than 5 years unless the applicant passes a clinical examination or is a full-time faculty member. The registration is initially limited to practicing only in the designated hospital or institution under the direction of a registered dentist. After 5 years, a dentist may apply for a special limited registration that allows practice in private dental settings where MassHealth is accepted, still under the supervision of a registered dentist. The board retains the authority to revoke limited registration at any time, and the registration does not permit independent private practice except under the specific conditions outlined in the bill.
