This bill establishes a specialized legislative committee to comprehensively study potential new revenue sources and modifications to existing revenue streams aimed at increasing education funding and potentially reducing property taxes in New Hampshire. The committee will consist of 10 members (4 from the majority party House representatives, 4 from the minority party House representatives, and 2 senators), who will collaborate with the Department of Revenue Administration, the Business and Industry Association of New Hampshire, and the New Hampshire Fiscal Policy Institute. The committee's duties include analyzing potential revenue options, identifying new funding sources, studying the reliability and implementation costs of these sources, and examining their potential economic and individual impacts across various demographic categories. Importantly, the committee is explicitly instructed to report its findings without making specific recommendations for or against any revenue option. Members will receive standard legislative mileage compensation, elect a chair and vice chair from majority and minority parties respectively, and must submit a detailed report to multiple state entities by November 1, 2026. The committee must hold its first meeting no later than August 7, 2026, with four members constituting a quorum, and the act will take effect immediately upon passage.
