This bill modifies the duties of the state surveyor within the Department of Agriculture by adding a new requirement to restore and monument the centerline geometry of abandoned railroad rights of way throughout Missouri. Specifically, the bill mandates that between August 28, 2026, and December 31, 2046, the department will document and mark the precise location of railroad rights of way that have been abandoned by the Surface Transportation Board (STB) or previously by the Interstate Commerce Commission (ICC). The bill also explicitly authorizes the Department of Agriculture to enter into contracts with registered land surveyors or professional engineers to complete this project by the December 31, 2046 deadline. Additional existing responsibilities of the state surveyor remain unchanged, which include maintaining land survey monuments, preserving boundary markers, establishing record-keeping systems, providing geodetic positioning information, collecting survey data, and developing professional surveying standards. The bill amends the existing sections 60.510 and 60.610 of the Missouri Revised Statutes to incorporate these new provisions.
