This bill amends the Pennsylvania Construction Code Act to require new nonresidential buildings to provide electrical service capacity for electric vehicle (EV) charging stations based on specific parking lot size and building type requirements. The regulations mandate a graduated approach to EV charging infrastructure, with different requirements for parking lots of varying sizes and uses, such as hotels, restaurants, offices, and healthcare facilities. For smaller parking lots (under 25 spaces), at least one level 1 or level 2 charging space is required, depending on the facility type. For larger parking lots (25-500 spaces), between 1-4% of total parking spaces must be designated as level 1 or level 2 charging spaces, with additional requirements for specific building types. For parking lots with 500 or more spaces, at least 1-2% of spaces must be level 1 charging spaces, and at least five level 2 charging spaces are required. The bill defines level 1 charging as a 120V 20 amp receptacle and level 2 charging as a 208/240V 40 amp connection, and specifies that 50% of required charging spaces must have actual charging equipment, while the remainder must be prewired for future installation. The Department of Labor and Industry must implement these regulations within 180 days, and the bill takes effect 60 days after passage.
