This bill, effective January 1, 2027, mandates that health insurers in Arizona, which are defined as entities providing disability, health care services, or other medical coverage, cannot deny coverage for gender detransition procedures if they already cover gender transition procedures. Furthermore, any licensed healthcare provider performing gender transition procedures must also agree to provide or pay for gender detransition procedures. Health insurers will be required to submit monthly reports to the department detailing the number of claims for detransition procedures, the age and sex of the individuals, the date of their initial transition procedure if known, and their location, while strictly prohibiting the inclusion of personally identifiable information. The department will then compile this data into an annual report to be shared with state officials. The Attorney General is empowered to investigate potential violations, subpoena documents, and take legal action to ensure compliance. Additionally, state agencies issuing official documents will need to establish expedited processes for individuals undergoing gender detransition to update their name and sex or gender designation on these documents, with specific reporting requirements and a repeal of this section after December 31, 2028.
