This bill establishes a new weight-based registration fee schedule for electric vehicles in New Hampshire, replacing the current flat fee system. Under the proposed legislation, battery electric vehicles (BEVs) will be charged different annual fees based on their unladen weight: $25 for vehicles under 2,000 pounds, $100 for vehicles between 2,000 and 5,000 pounds, and $150 for vehicles over 5,000 pounds. Plug-in hybrid electric vehicles (PHEVs) will be charged a flat fee of $50, while neighborhood electric vehicles (NEVs), electric mopeds, and low-speed scooters will be exempt from the fee. The Division of Motor Vehicles will determine vehicle classification and weight using manufacturer specifications and registration records, and all fees collected will be deposited into the highway fund. The bill also gives the division the authority to adopt rules related to vehicle classification, fee collection, exemptions, and implementation. The legislation is set to take effect on July 1, 2026, with the Department of Safety anticipating a one-time system change cost of $45,000 to implement the new fee structure.
