This bill modifies the Missouri Wine, Grape, and Spirits Board by expanding its composition, scope, and responsibilities. The board will now include 11 members appointed by the governor, with five representatives from the grape and wine industry, three from the distilled spirits industry, one from the Missouri division of tourism, one from the Missouri Department of Agriculture, and one public member with marketing or economic development expertise. The bill adds "Spirits" to the board's name and expands its powers to include research and promotion of Missouri wine, grapes, and distilled spirits. The board can now conduct research, work with viticulture and enology experts, develop promotional initiatives, coordinate beverage tourism, and receive contributions. The legislation also updates the Missouri Wine and Grape Fund, specifying that additional revenue collected from wine sales will support market development programs for growing, selling, and marketing grapes and grape products. Starting in August 2026, all moneys collected by the board will be deposited into this fund. Board members will serve four-year terms and cannot serve more than two consecutive full terms, ensuring regular leadership rotation and fresh perspectives.
