This bill amends the Patient Protection and Affordable Care Act to establish a program requiring the Secretary of Health and Human Services to compare enrollment information across different healthcare programs to identify individuals who are simultaneously enrolled in both Medicaid or the Children's Health Insurance Program (CHIP) and a health insurance Exchange plan. Specifically, the bill mandates that within 60 days of enactment, the Secretary must create a system using the Public Assistance Reporting Information System (PARIS) to cross-check enrollment data at least quarterly. The purpose of this comparison is to prevent individuals from improperly receiving premium tax credits or cost-sharing reductions while already enrolled in Medicaid or CHIP. If such dual enrollment is discovered, the Secretary is required to take appropriate enforcement actions, which may include notifying the relevant health insurance Exchanges and the Secretary of the Treasury to prevent duplicate benefits and ensure program integrity.
