This bill, titled the Western Refined Fuel Reserve Act of 2025, directs the Secretary of Energy to establish a new "Refined Fuel Storage Reserve" as a component of the existing Strategic Petroleum Reserve. This new reserve will be specifically for storing refined petroleum products like gasoline, diesel, and jet fuel, and will be located in a salt cavern formation within one of the designated Western States: Arizona, California, Idaho, Montana, Nevada, Oregon, Utah, or Washington. The Secretary must identify and select a suitable storage location within six months of the bill's enactment, considering factors such as proximity to distribution systems, dependence on imported petroleum, vulnerability to shortages, and cost. The reserve will be filled and maintained at a minimum capacity of 5 million barrels of gasoline, 3 million barrels of diesel, and 2 million barrels of jet fuel over the five fiscal years following its establishment, using appropriated funds or revenues from sales. The Secretary can withdraw these stored products to address emergencies or supply disruptions, particularly those affecting Western States. The bill also requires the Secretary to explore agreements with state and local governments for storing non-Federal petroleum products and to submit annual reports to Congress detailing the reserve's establishment, operations, and recommendations for future improvements.
