This bill establishes a competitive grant program to support high-quality tutoring in hard-to-staff and high-need schools through local consortia partnerships. The bill defines high-quality tutoring as one-on-one or small group instruction (up to 1 tutor per 4 students) that is embedded in or closely aligned with the school day, delivered by specific types of tutors including postsecondary students, recent graduates, paraprofessionals, and certified educators. Local consortia must include a local educational agency or school and an educator preparation program, and may include additional community partners. To receive grants, consortia must submit detailed applications describing their tutor recruitment, training, matching strategies, and program implementation. The Secretary of Education will prioritize consortia involving educator preparation students or those from historically Black colleges or minority-serving institutions. The program is authorized $500,000,000, with at least 85% of funds dedicated to directly supporting students through tutor stipends, transportation, meals, and instructional materials. Additionally, the bill requires coordination with the Corporation for National and Community Service to approve tutor positions as national service positions and potentially provide educational awards to tutors upon completing their service.
