This bill makes two key changes to existing law: first, it allows counties, cities, towns, or villages within the Adirondack Park to establish special districts for general ambulance services, either individually or jointly with other local governments. These special districts can be created using procedures similar to those for establishing fire districts, and any local government that creates such a district must dissolve any preexisting local ambulance service district in the same jurisdiction. Second, the bill requires the state commissioner, in consultation with the state office of fire prevention and control, to prepare and publish a comprehensive report by January 1, 2027, examining the challenges of recruiting and maintaining volunteer staffing for fire and ambulance services, with a particular focus on rural areas and regions with geographic challenges like mountains or limited transportation networks. The report must not only identify these challenges but also provide recommendations for addressing them, which will be submitted to key state government leaders, including the governor, senate president, assembly speaker, and chairs of local government committees.
