This bill requires any person, including certified and licensed pesticide applicators and operators in New York, to contact the division of plant industry at the department of agriculture by phone at least 48 hours before attempting to exterminate honey bees. The goal is to obtain assistance in relocating nuisance honey bee colonies or swarms instead of destroying them. If the division is not reachable, the person must attempt to contact at least three local beekeepers (identified through Cornell University's website) to help relocate the bees. The bill provides an exemption if a swarm poses an immediate danger or is aggressive or diseased. Additionally, any person involved in bee relocation must indemnify and hold the state harmless from any legal actions arising from the bee preservation efforts. The legislation aims to protect honey bee populations by encouraging relocation over destruction, and will take effect 60 days after becoming law.
