This bill directs the state civil service commission to modify sick leave accrual rates for state employees designated as managerial or confidential (M/C employees). Specifically, these employees will be credited with 13 sick days per year, effective April 1, 2026, with sick leave earned at 3.75 or 4 hours per biweekly payroll period depending on whether they work 37.5 or 40 hours per week. Employees can accrue up to 225 days of sick leave credits and will be eligible for half-pay sick leave after exhausting their accruals, with a limit of one payroll period of half-pay for every six months of state service. The bill also provides a one-time voluntary option for current M/C employees to remain in the existing Income Protection Plan (IPP), which offers 4 sick days per six-month period (not exceeding 8 days in 12 months). Newly hired or promoted M/C employees will also have a one-time option to join the IPP, with the decision being irrevocable. The act will take effect immediately but is considered fully in force from April 1, 2026.
