This bill amends the New York public authorities law to provide the town of Wilton water and sewer authority with a specific mechanism for collecting unpaid water bills. Under the new provision, any unpaid water rates, fees, or service charges that remain outstanding for 90 days or more will become a legal lien on the property where services were provided. The authority's chief financial officer must submit a list of delinquent properties to the town's tax receiver by November 1st each year, including property descriptions, account holder names, and total amounts owed. The tax receiver will then add these unpaid water charges to the annual property tax rolls in a separate column labeled "water charge". When collected, the water charges (excluding any town-imposed penalties) will be paid directly to the water authority's financial officer, while penalties will be retained by the town. The bill essentially allows the water authority to use the municipal tax collection process as a method of recovering unpaid water bills, with all existing tax collection enforcement provisions applying to these charges. The new law will take effect on the first day of January following its passage.
