This bill requires Service Oklahoma, when processing driver's license or state identification card applications that include an original or certified birth certificate, to first query the Electronic Verification of Vital Events (EVVE) system before issuing a new, renewed, or replacement document. If the EVVE system cannot verify the birth certificate, it must provide an alternative verification method involving a question-and-answer process designed to establish the applicant's identity with a high degree of certainty. The bill mandates that Service Oklahoma develop administrative rules to implement these verification procedures. The new law will take effect on November 1, 2026, and is intended to enhance the reliability of identity verification during driver's license and state ID application processes by using an electronic cross-referencing system and a fallback verification method when electronic verification fails.
