This bill, titled the "Main Street Lending Improvement Act of 2025," directs the Comptroller General of the United States to conduct a comprehensive study on the process of disbursing certain small business loans. The study will focus on loans made under specific provisions of the Small Business Investment Act of 1958 and the Small Business Act, excluding those created in response to the COVID-19 pandemic. The research will examine loan disbursement processes within "covered regions," which are areas of the Small Business Administration (SBA) that include any part of the Appalachian region, a federally designated area facing economic challenges. For the years 2021 through 2024, the Comptroller General will analyze key metrics for both the Appalachian portion and the non-Appalachian portion of these covered regions, including the average time from application submission to fund disbursement, the time to complete each step of the process, the number of loans disbursed and approved per 1,000 small businesses, the average and median loan amounts, and the aggregate loan amount per 1,000 small businesses. The Comptroller General will provide an interim briefing to Congress within one year of the bill's enactment and a final report, including recommendations for improving loan accessibility, reducing disbursement times, enhancing applicant communication regarding application status and estimated disbursement timelines, and identifying internal government process changes to reduce inefficiencies, within two years.
