This bill, titled the Presidential Fitness Test Act of 2025, establishes the President’s Council on Sports, Fitness, and Nutrition, a group of up to 30 members appointed by the President who will serve two-year terms and may be reappointed. The Council's primary function is to advise the President on progress in sports, fitness, and nutrition, and to recommend actions to accelerate this progress. Key recommendations include strategies for reestablishing the Presidential Fitness Test as the main assessment for a Presidential Fitness Award, developing and promoting school-based programs that reward excellence in physical education, and expanding opportunities for sports participation and physical fitness engagement at all levels. The Council will also propose bold fitness goals for American youth, campaigns to elevate American sports and health traditions, and strategies to address the national security threat posed by rising rates of childhood obesity and chronic diseases. An Executive Director will manage the Council's day-to-day operations, and executive departments and agencies will provide requested information and assistance. Council members will serve without compensation but can receive travel reimbursement, and the Secretary of Health and Human Services will provide funding and administrative support. The Council will terminate two years after enactment unless extended by the President, and any appropriated funds for the Presidential Youth Fitness Program can be used to establish the Presidential Fitness Test in schools.
