This bill directs the Secretary of Defense to provide secure mobile phones to senior Department of Defense (DoD) officials and employees performing sensitive national security functions within 90 days of the Act's enactment. The phones must be acquired through contracts requiring enhanced cybersecurity protections, which include three key provisions: (1) full encryption of phone data and telecommunications, (2) capabilities to mitigate device tracking by periodically rotating network or hardware identifiers to prevent inappropriate location or activity monitoring, and (3) continuous monitoring of the devices. Additionally, the Secretary must submit a report to congressional defense committees within 180 days of enactment, detailing the contracts entered into, the criteria used to identify employees performing sensitive national security functions, the total number of such employees, and the total costs of the mobile phones and telecommunication services. The bill aims to improve the cybersecurity of mobile communications for high-level DoD personnel who handle sensitive national security information.
