AI Summary

This bill aims to prohibit the sale of nitrous oxide, a gas commonly known as "laughing gas" and often found in whipped cream canisters, to individuals under the age of eighteen. It defines "nitrous oxide" and "nitrous oxide products" to include the gas itself and any accessories used for its inhalation, such as canisters. The bill makes it illegal for anyone to sell or provide these products to minors, with penalties including fines and potential jail time for individuals, and civil penalties for retailers who display or store these products where minors can access them. Minors who lie about their age to purchase nitrous oxide will face a civil fine, but this will not result in a criminal record or affect their eligibility for state financial aid for college. The bill also includes exceptions for commercial uses like medical, dental, food preparation, and manufacturing purposes, but explicitly excludes household goods intended for inhalation. Retailers will also be required to label these products with clear instructions for safe use and a warning against recreational inhalation or sale to minors.
