This bill amends South Carolina law to create an exemption for certain military-related childcare providers from state registration requirements. Specifically, the bill provides that any childcare provider located on a military installation or facility, or licensed by the Department of Defense (DoD) or United States Coast Guard, will be exempt from the existing registration requirements outlined in Article 5, Chapter 13, Title 63 of the state code. This means that these military-connected childcare providers will not need to follow the same state-level registration and licensing procedures that other childcare providers in South Carolina must typically meet. The purpose appears to be recognizing that military childcare facilities already have their own rigorous certification and licensing standards through federal military agencies, and therefore should not be required to duplicate those processes with additional state-level regulations. The bill will take effect immediately upon receiving the Governor's approval.
