AI Summary
This bill amends the Education Scholarship Trust Fund (ESTF) program in South Carolina by expanding the definition of eligible expenses to include education classes that supplement a student's learning program provided by an eligible school, and any other educational expenses approved by the Department of Education to facilitate personalized learning. It also modifies the application process by requiring parents to certify that their child is not participating in a home-based personalized learning program that hasn't been specifically approved by the State Board of Education, and it removes a provision that previously allowed a parent's signature on the application to fulfill the state's compulsory attendance law. The ESTF program provides funds to parents of eligible students to pay for qualifying educational expenses.
