Bill Summary

AI Summary

This bill amends South Carolina law to clarify and expand provisions related to emergency scene management by updating definitions and creating new requirements for drivers when approaching law enforcement vehicles. Specifically, the bill redefines "authorized emergency vehicle" to include any vehicle responding to an emergency scene, and "emergency services personnel" to refer to those responding to an emergency scene. The bill introduces a new section requiring drivers to take specific actions when encountering a law enforcement vehicle parked within five feet of a roadway during a traffic stop or investigation: on multi-lane roads, drivers must move to a lane away from the emergency vehicle if it can be done safely, or on single-lane roads or when lane changes are not safe, drivers must slow down and maintain a safe, reduced speed while passing the vehicle. These provisions are designed to enhance safety for emergency responders and law enforcement personnel working on or near roadways. The bill will take effect upon approval by the Governor.
