This bill amends South Carolina's Certificate of Need (CON) law to add veteran nursing homes owned and operated by the South Carolina Department of Veterans' Affairs to the list of healthcare facilities exempt from the CON requirements. Certificate of Need is a regulatory process that requires healthcare providers to obtain state approval before making certain significant changes or investments in healthcare infrastructure, such as building new facilities or adding hospital beds. The bill adds a fifth exemption to the existing list, which already includes new hospitals in counties without existing hospitals, hospitals owned by the Department of Behavioral Health and Developmental Disabilities, federal hospitals sponsored by the state, and hospitals owned and operated by the federal government. By adding veteran nursing homes to this exemption list, the bill will make it easier for the state's veterans' affairs department to develop and expand nursing home facilities without going through the complex CON approval process. The legislation will take effect immediately upon receiving the Governor's approval.
