This bill allows certain small liquor manufacturers in New Hampshire to sell directly to on-premises licensees (such as bars and restaurants), which is currently prohibited. Specifically, the bill modifies existing laws to permit liquor manufacturers to sell their products to on-premises licensees, with some restrictions. Manufacturers who produce less than 1,000 cases of liquor per year can sell their products directly to on-premises licensees, and manufacturers producing up to 3,000 9-liter cases can also sell directly. Each retail sale is limited to one 9-liter case or less per sale, and no manufacturer can sell more than 12 9-liter cases to any single customer in a calendar year. The State Liquor Commission estimates this change could result in approximately $2.6 million in annual revenue loss, as manufacturers would bypass the state's wholesale distribution system. The bill will take effect 60 days after its passage.
