This bill establishes the "preK promise account" as a dedicated fund within the state treasurer's custody, solely for the early childhood education and assistance program, and allows for gifts, grants, or donations to be deposited into it, with expenditures authorized only by the secretary. The bill also amends existing law (RCW 43.79A.040) to include the preK promise account among various other accounts and funds that receive a proportionate share of investment earnings from the treasurer's trust fund, rather than those earnings going solely to the state general fund, with one section of this amendment expiring in 2030 and another taking effect at that time, and the new account creation taking effect immediately to support public safety and government operations.
