This bill, titled the "Fortifying United States Markets Against PRC Military Escalation Act of 2025," amends the Financial Stability Act of 2010 to establish a new advisory committee. This committee, known as the Advisory Committee on Economic Impacts of Military Escalation by the People’s Republic of China toward Taiwan, will be tasked with studying and reporting on the potential market implications and vulnerabilities arising from military escalation by China towards Taiwan. It will also facilitate communication between policymakers, government agencies, and financial market participants to prepare for and mitigate economic strain and market volatility in such a scenario. The committee will be chaired by the Secretary of the Treasury and will include designees from the Securities and Exchange Commission, the Commodity Futures Trading Commission, and the Federal Reserve Board, along with ten appointed members from the private sector and experts on geopolitical risk related to China. The committee is required to conduct a comprehensive study every three years, assessing the economic costs, market impacts, volatility capacity, and effects on securities and Treasury debt holdings related to potential Chinese military escalation, and will submit recommendations to the Financial Stability Oversight Council, brief Congress and the State Department, and hold public meetings to present its findings, with appropriate redactions for national security concerns.
