The report will cover objectives such as developing and distributing space resources, reducing associated risks, promoting responsible use, and exploring how these resources can support current and future space activities, enable new possibilities, and supplement Earth's resources. Additionally, the report must assess whether a virtual or physical institute would be more effective and cost-efficient, and whether collaboration with universities, the aerospace industry, and the extractive industry (companies involved in mining, drilling, etc.) would be beneficial for gathering information and advancing the institute's goals. A "space resource" is defined as any non-living material or energy source found in outer space.
