This bill establishes a Biotechnology Management Office within the Department of Defense (DoD) to foster the development, acquisition, and sustainment of biotechnology capabilities. This office will operate until September 30, 2030, and the Secretary must brief congressional defense committees on its plans. Additionally, the bill amends existing law to allow funds authorized for DoD research, development, test, and evaluation to be used for research and development of bioindustrial manufacturing processes, including design and construction activities.
