This bill, titled the National Scam Prevention Coordination Act, establishes the Office of the National Fraud and Scam Prevention within the Executive Office of the President, headed by a Director appointed by the President and confirmed by the Senate. The Director will serve as the President's primary advisor on policies and strategies to combat fraud and scams, coordinating efforts related to information sharing, security, data protection, and public education, and will also lead the development of integrated incident response plans for significant fraud and scam campaigns, which are defined as those causing over $5 million in losses, affecting more than 1,000 individuals, or posing a substantial threat to national economic or cybersecurity interests. The Office will also establish a program for entities to share non-personally identifiable scam data, and the Director will consult with federal agencies and private sector leaders, report annually to Congress on fraud threats, and provide technical assistance to interagency task forces, with the authority to establish the office and carry out the act terminating five years after enactment.
