This bill, titled the "Improving Measurements for Loneliness and Isolation Act of 2025," directs the Secretary of Health and Human Services to establish a national working group, known as the Working Group on Unifying Loneliness Research. This group will be responsible for developing recommendations to standardize how loneliness, which is defined as a subjective feeling of being isolated, and isolation, defined as the objective lack of social relationships or limited social contact, are measured. The goals of these recommendations include fostering collaboration among federal departments and agencies to create standardized measurements for public and private research, including surveys that can capture detailed information to guide strategies against loneliness and isolation, and to provide reliable measurement tools for the healthcare field. Additionally, the working group will develop standardized definitions for loneliness, isolation, and related terms for public education and awareness, and assess how previous measurement methods align with these new standards. The working group will be composed of senior representatives from various Health and Human Services agencies, as well as representatives from states with the highest and lowest numbers of practitioners needed to address health professional shortages, and will be required to submit a report of its findings and recommendations to Congress within one year of the bill's enactment.
