This bill requires the Tennessee Advisory Commission on Intergovernmental Relations (TACIR), a state agency that studies issues affecting local governments, to conduct a comprehensive study on artificial intelligence (AI). The study will assess potential risks associated with AI, including those related to child safety, physical harm, and property damage, and explore ways to reduce these risks. It will also examine existing national and international standards and industry best practices for AI safety. Furthermore, the study will investigate methods to regulate or ban AI from generating dangerous content, such as encouraging suicide or violent crimes, and identify the risks of AI chatbots impersonating humans to provide emotional or health-related support. Finally, TACIR must submit a report detailing its findings and recommendations to the governor and legislative leaders by January 31, 2027.
