This bill provides comprehensive protections against discrimination and antisemitism in Missouri's public schools and public postsecondary educational institutions. The bill defines antisemitism using the International Holocaust Remembrance Alliance's (IHRA) Working Definition and requires educational institutions to treat antisemitic harassment or discrimination with the same seriousness as racial discrimination. It mandates that schools integrate this definition into their codes of conduct and prohibit conduct that impedes individuals' normal activities through physical obstruction or creating an atmosphere of fear or intimidation. The bill ensures that all educational programs, services, classes, guidance, counseling, and financial assistance are available equally to students without discrimination based on race, ethnicity, national origin, sex, disability, religion, or marital status. Importantly, the bill clarifies that criticism of Israel similar to criticism of other countries should not be considered antisemitic and explicitly protects First Amendment rights. The legislation also requires educational institutions to report antisemitic incidents to a Title VI coordinator, who must investigate complaints and potentially escalate unresolved issues to federal departments. Annual reports on antisemitic discrimination complaints must be compiled and made publicly available, providing transparency and accountability in addressing these issues.
