Bill Summary

Under current law, health insurance policies and self-insured governmental health plans that provide coverage of outpatient health care services, preventive treatments and services, or prescription drugs and devices are required to provide coverage of certain contraceptives and related services, including outpatient consultations, examinations, procedures, and medical services that are necessary to prescribe, administer, maintain, or remove a contraceptive. This bill requires that health insurance policies and self-insured governmental health plans that are required to provide such contraceptive coverage under current law also provide coverage for sterilization procedures and patient education and counseling. Health insurance policies are referred to in the statutes as disability insurance policies. This proposal may contain a health insurance mandate requiring a social and financial impact report under s. 601.423, stats. For further information see the state fiscal estimate, which will be printed as an appendix to this bill. LRB-5541/1 EKL:emw 2025 - 2026 Legislature SENATE BILL 756

AI Summary

This bill requires health insurance policies and self-insured governmental health plans that currently cover contraceptive services to also provide coverage for sterilization procedures, patient education, and counseling related to these procedures. Specifically, the bill amends existing Wisconsin statute 632.895 to expand the required coverage beyond current contraceptive services, ensuring that health insurers must cover outpatient consultations, examinations, procedures, and medical services necessary for sterilization, along with associated patient education and counseling. The bill will take effect on the first day of the fourth month after its publication, and it will apply to policy or plan years beginning on or after that date, with special provisions for policies governed by existing collective bargaining agreements that may require modification or renewal to align with the new requirements. This legislation aims to improve access to comprehensive reproductive health services by mandating broader insurance coverage for sterilization-related medical care.
