This bill appropriates $100,000 from the state general fund to the department of water resources for the fiscal year 2026-2027 to create an updated map of potential stormwater recharge sites across Arizona. Stormwater is defined as unappropriated rainwater runoff that doesn't enter a stream or natural channel or is otherwise lost to evaporation. The department must develop this map within one year of the bill's effective date, identifying sites on both public and private lands that have optimal soil conditions for stormwater infiltration and groundwater recharge, and crucially, would not, in the director's judgment, interfere with existing water rights or the appropriation of surface water as defined by Arizona Revised Statutes, title 45, chapter 1, article 5. The director will work with the state natural resource conservation board to identify suitable soil conditions.
