This bill, titled the TALENTS Act, establishes and formalizes the Presidential Management Fellows (PMF) Program, which aims to recruit outstanding individuals with advanced degrees into federal service for leadership and management roles. The Director of the Office of Personnel Management (OPM) will oversee the program, setting qualifications, managing the number of Fellows, and ensuring a rigorous selection process. Agencies can appoint Fellows for two-year terms, with potential extensions, and appoint them at various General Schedule (GS) grades based on their qualifications. Fellows will receive structured development, including formal training, mentorship, and rotational assignments, and their progress will be evaluated by Executive Resources Boards (ERBs) for successful completion. The bill also outlines provisions for Fellows to move between agencies, withdraw from the program, and be removed for misconduct or poor performance. Importantly, successful Fellows who meet program requirements are eligible for conversion to permanent positions in the competitive service, either within their original agency or at another agency if certain conditions are met. The bill also re-establishes and clarifies the role and structure of Federal Executive Boards, which are designed to improve federal management and administration in metropolitan areas. Finally, OPM is required to report to Congress every three years on the PMF Program's effectiveness and suggest improvements.
