This bill amends Arizona law to prohibit abortion providers or facilities that refer patients to abortion clinics from providing health education instruction in public schools, offering instructional programs or curricula to schools or their employees, or distributing health education materials in schools if those materials are created, paid for, or donated by such entities. If a public school fails to comply with these provisions and does not correct the noncompliance within ninety days of receiving notice from the Department of Education, the Superintendent of Public Instruction may withhold state aid to that school. The bill also clarifies that facilities run by or operating on the property of public educational institutions, including community colleges, universities under the Arizona Board of Regents, school districts, charter schools, accommodation schools, and the Arizona state schools for the deaf and the blind, cannot perform abortions unless necessary to save the life of the woman. Furthermore, public educational institutions and their employees, when acting in their official capacity, are prohibited from encouraging or facilitating abortions.
