This bill provides the Town Administrator of Wilbraham with expanded authority to appoint and remove employees across various town departments, with specific limitations. The Town Administrator can now hire and fire employees in departments such as assessors, library trustees, council on aging, recreation, town clerk, treasurer, collector, building, planning, IT, public access, dispatch, facilities, and civilian employees in fire and police departments. However, the bill explicitly excludes the Town Administrator from having appointment or removal power over department heads, sworn police and fire officers, and the Director of Public Works. The Town Administrator can hire and remove employees in the Public Works Department, but must consider (though is not bound by) the recommendation of the Department Director.
