This bill requires all school districts and charter schools in Oklahoma to annually submit a complete list of all books and other materials in their school libraries to the State Department of Education by October 1st, starting in 2026, though they can instead provide an attestation with a link to their public online library catalog. The bill defines "harmful to minors," "library," "nudity," "obscene," "school library," and "sexually explicit content" to clarify what types of materials are prohibited from being accessible to students, including anything that is obscene, sexually explicit, depicts nudity, or is otherwise harmful to minors. Parents or legal guardians can report suspected violations to their school district or charter school, which must investigate within 14 business days and notify the reporter of the findings; if unsatisfied, parents can appeal to the State Department of Education, which will also investigate and notify parties of its findings. If the State Department of Education determines a violation occurred, the school district or charter school has 14 business days to request a hearing before the State Board of Education, which will vote on the determination. If the State Board upholds the violation, the school can be designated as deficient in its accreditation report, and the noncompliant school district or charter school will face a five percent reduction in state funding for the following fiscal year. The bill also clarifies that students are not prohibited from owning or discussing books obtained independently, but they cannot bring prohibited materials onto school grounds.
