This bill, known as the Combating Online Predators Act or COP Act of 2025, amends existing federal law to prohibit threats related to the distribution of child sexual abuse material. Specifically, it adds a new provision to federal law that makes it illegal to knowingly distribute, offer, send, or provide, across state or international lines, a threat to distribute visual depictions of minors engaging in sexually explicit conduct, or depictions of someone believed to be a minor in such conduct, with the intent of coercing the minor or the person believed to be a minor into creating or transmitting such material. This applies to both material involving the sexual exploitation of minors and material constituting or containing child pornography.
