This bill authorizes the Wyoming Department of State Parks and Cultural Resources to establish a new permit system for nonmotorized recreational trails, specifically for bicycle users. The department can designate specific trails within state parks, historic sites, and recreation areas that require a trail permit, which will be available in annual and daily formats. Annual permits will cost up to $10 for Wyoming residents and $20 for nonresidents, while daily permits will cost up to $5 for all users, with an exemption for users under 18 years old. The permits can be issued in physical or electronic form, with annual permits valid through the end of the calendar year and daily permits valid for the specified day of purchase. A new nonmotorized recreational trails account will be created to collect permit fees, with funds to be used exclusively for trail maintenance, construction, signage, enforcement, educational programs, trail infrastructure, and related projects within or near state parks. The department is required to establish rules for implementing the permit system, and while most of the bill takes effect immediately, the permit system itself will not be implemented until July 1, 2026. The bill defines bicycles to include traditional bicycles and electric bicycles as defined by department rules.
