This bill establishes a Coordinated Access Model Pilot Program, requiring the Department of Children and Families to contract with an entity to create a single point of entry for behavioral health services in Clay, Duval, and St. Johns Counties by December 1, 2026, with the goal of improving timely access to care. The contracted entity must have experience in building resource networks, connecting individuals to services, and managing a platform for referrals and data tracking, and will subcontract with a state university for training and screening purposes. The program will develop a coordinated access model that includes a multi-channel network access point, standardized screening and referral tools, warm handoffs to providers, navigation support, a real-time service directory, coordination with community systems, cultural and linguistic competence, and a data platform to track outcomes and identify system gaps, all while complying with privacy laws like HIPAA. The department will provide quarterly and annual reports on the pilot program's progress and effectiveness to the Governor and Legislature, and both the department and the contracted entity are authorized to seek and use various funds to support or expand these models, with the department also empowered to adopt necessary rules.
