This bill amends the Hospital Licensing Act and the University of Illinois Hospital Act to regulate the use of health care kiosks in emergency departments. Specifically, the bill defines a health care kiosk as a self-service terminal using a touchscreen or keyboard that allows patients to manage administrative and some clinical tasks independently. The legislation prohibits hospitals and the University of Illinois Hospital from using these kiosks to assess a patient's medical condition, determine the severity of injuries or illness, or triage patients in emergency departments. However, the bill does permit health care kiosks to be used for data entry of patient personal identifying information and billing information as an alternative to traditional paper forms. The provisions of this bill are set to take effect on January 1, 2027, providing hospitals and medical facilities several years to adapt to these new restrictions on kiosk usage in emergency settings.
